Monday, November 9, 2026, is the opening day of COP31, the 31st United Nations Climate Change Conference, in Antalya, Türkiye. TheDiplomat.AI, University College Dublin and Lehigh University invite you to an online event exploring the potential outcomes of the negotiations through AI-powered diplomatic simulations.

The event will bring together a distinguished international panel with perspectives spanning Europe, the Americas, Africa, the Middle East and the Small Island Developing States.

At the center of the simulations, TheDiplomat.AI runs negotiations among the AI personas of eleven people: government leaders and ministers, the head of an energy company and the heads of three environmental organizations.

The AI Personas

Conference Chair and Pre-COP Host Countries

  • Anthony Albanese Prime Minister of Australia
  • Paulson Panapa Foreign Minister of Tuvalu
  • Hakan Fidan Foreign Minister of Türkiye
  • Sakiasi Raisevu Ditoka Foreign Minister of Fiji

Influential Players

  • Amin H. Nasser President & CEO, Aramco
  • Sergey Lavrov Foreign Minister of Russia
  • Wang Yi Foreign Minister of China
  • Shisir Khanal Foreign Minister of Nepal

Civil Society

  • Jennifer Morris Chief Executive Officer, The Nature Conservancy
  • Amanda Leland Executive Director, Environmental Defense Fund
  • Mads Christensen Executive Director, Greenpeace International

The Scenarios

Scenario 1

Climate finance, loss and damage

  1. 1a Will climate finance reach USD 1.3 trillion a year by 2035?
  2. 1b How much of the loss and damage funding gap will close?
  3. 1c Will polluting nations create a reparations fund?

Scenario 2

Emissions and energy

  1. 2a How far past 1.5 °C after COP31?
  2. 2b How much of the world’s energy will be electricity by 2035?

We put these questions to the AI personas of those eleven people on TheDiplomat.AI, a product in which AI personas of real office-holders answer questions and negotiate with each other.

These are simulations, not predictions of what the real people will say or do. Every AI persona is built from public statements and documents; none is the real person, and nothing here was said or decided by the people named. The numbers the AI personas give are the model’s judgment, not official estimates.
